I'm trying to play a necrophage hivemind and one of the civics I'm using is catalytic processing, but its not replacing the jobs in industrial districts with catalytic drones despite doing so for buildings. The Catalytic processing is a fairly interesting civic. It has more mechanical depth than all the -10% modifier civics, but still somewhat lacks the game warping potential of civics like permanent employment or rogue servitors. So let me present you my reasoning: It feels more like a tech rather than a civic. So what exactly does it do.

S-tier (The Best Edicts) Capacity Subsidies: I probably don't need to explain this one too much, it basically solves Credits. Arguably a little less strong now that Merchant spam gives another way to generate Credits, but still an easy S-tier in my view. Information Quaratine: +5% stability is effectively +3% to all jobs.
